WinnDevelopment Chosen to Renovate Affordable Housing Communities in Plainfield, NJ

BOSTON – The Housing Authority of Plainfield, New Jersey, has announced WinnDevelopment as its partner for the renovation of two key public housing communities in the city. The project, funded through the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration (RAD) program, will modernize 353 apartments, ensuring that they remain affordable for low-income residents for years to come.

The renovation will focus on Richmond Towers, a 225-unit complex that provides low-income housing for seniors and disabled individuals, as well as Joanne Hollis Gardens, a 128-unit family housing community. These updates will include modernized apartments, improved common spaces, and enhanced on-site services for residents. Under the RAD program, all current residents will be allowed to return to their renovated homes, paying no more than 30 percent of their adjusted income toward rent.

WinnDevelopment, the award-winning development arm of WinnCompanies, was selected after a competitive proposal process for its financial strength, expertise in public housing, and experience in transforming aging housing communities.

The renovation will be supported by Connected Communities, a nonprofit that will provide services to enhance residents’ lives, ranging from health care to financial education. “We look forward to working with the community and housing authority to provide vital services and build an environment where residents thrive,” said Keith Kinard.

Plainfield Housing Authority Executive Director Randall Wood emphasized that this project represents a pivotal moment for the city’s affordable housing strategy. “This partnership will raise the quality of life for residents and ensure that Plainfield continues to offer dignified, affordable housing options,” Wood said.

Plainfield Mayor Adrian O. Mapp also expressed his support for the project, highlighting its significance not only for the residents but for the community as a whole. “Joanne Hollis Gardens honors a beloved leader, and this renovation is a fitting tribute to her legacy. We are committed to improving the lives of our residents and creating a future where everyone can succeed,” Mayor Mapp said.
