U.S. Army Corps of Engineers Awards $94.5 Million Master Planning Contract to Woolpert-Black & Veatch JV

WIESBADEN, Germany— The U.S. Army Corps of Engineers, Europe District, has selected the joint venture (JV) of Woolpert and Black & Veatch to provide architecture, engineering, master planning and design services under this shared capacity, indefinite delivery, indefinite quantity contract.

The Woolpert-Black & Veatch JV was one of nine awardees selected for this contract. The $94.5 million, firm-fixed-price contract will support projects in 30 European countries and has an estimated completion date of Aug. 25, 2024.

The services under this contract include, but are not limited to, providing comprehensive master plans, installation and area development plans, economic and market analyses, facility utilization surveys, security and anti-terrorism/force protection studies, environmental impact assessments, net-zero energy installation plans, and code and regulatory comparisons. Work locations and funding will be determined with each task order.

This contract follows a $49 million surveying and mapping services contract awarded by the USACE Europe District to the Woolpert-Black & Veatch JV in June.

“This master planning contract, in conjunction with our recently received mapping contract, gives our JV the opportunity to bring a broad range of capabilities to these projects in support of U.S. forces in Europe,” said Woolpert Senior Vice President David Rickard, who also serves as the firm’s military planning practice leader. “We have one team tasked with assignments under these two contracts, allowing us to create efficiencies and holistically address shared projects and goals. We are honored to continue our architecture, engineering and geospatial work with the USACE Europe District.”
