Project near Boston Landing will provide income-restricted housing for low- and middle-income residents

BOSTON — Affordable housing developer Pennrose has broken ground on 95 Everett Street, an 88-unit mixed-income housing development in Boston’s Allston-Brighton neighborhood that will provide entirely income- and rent-restricted apartments within walking distance of the MBTA’s Boston Landing commuter rail station.

The transit-oriented project is designed to address growing housing affordability challenges in one of Boston’s fastest-developing neighborhoods. The development will include a mix of studio, one-, two-, and three-bedroom apartments serving households across a range of income levels.

Of the 88 units, 73 will be designated as Low-Income Housing Tax Credit (LIHTC) affordable apartments, including 18 units reserved for households earning at or below 30% of the area median income. The remaining apartments will serve households earning up to 50%, 60%, 80%, and 120% of area median income.

“95 Everett Street is an opportunity to bring high-quality, affordable housing to a neighborhood that is experiencing significant housing cost pressure,” said Karmen Cheung, regional vice president at Pennrose. “Allston-Brighton’s transit access, employment opportunities, and community assets make it an ideal location for working families and individuals.”

The project has garnered support from city and state leaders as Massachusetts continues to grapple with a housing shortage and rising housing costs.

“This is what it looks like when we use every tool we have to deliver for the people of Boston: transforming long-vacant private land into permanently affordable housing,” said Michelle Wu. “We’re not waiting—Boston is getting shovels in the ground, expanding opportunity, and working for everyone to have a place to call home.”

Massachusetts Secretary of Housing and Livable Communities Juana Matias said the project represents an important step toward increasing housing supply in the region.

Residents will have access to amenities including a community clubhouse, rooftop terrace, fitness center, and retail space on the ground floor. Pennrose Management Company also plans to partner with local nonprofit organizations to provide services such as English-language classes, job training programs, and healthcare referrals.

The development will be built to Passive House sustainability standards and incorporate Universal Design principles to improve accessibility and energy efficiency. Developers say the approach will help reduce long-term operating costs and utility expenses for residents.

Located adjacent to the rapidly growing Boston Landing district, the project places residents near major employers including New Balance and Bose Corporation, as well as the practice and office facilities of the Boston Celtics and Boston Bruins.

The project is being financed through a combination of federal and state low-income housing tax credits, public funding programs, and private financing. Key funding partners include Capital One, MassHousing, the Massachusetts Executive Office of Housing and Livable Communities, and the City of Boston Mayor’s Office of Housing.

Construction is underway, with completion expected in summer 2027.

Pennrose, which maintains a regional headquarters in Boston, continues to expand its affordable housing portfolio across New England, including the redevelopment of the historic Blessed Sacrament Church property in Jamaica Plain into a mixed-use, mixed-income community.
