Heritage Properties Selected to Redevelop Former Lowell District Court Site into Mixed-Use Development

Locally based developer will transform 41 Hurd Street property into a residential and commercial community in downtown Lowell.

LOWELL, Mass. — Heritage Properties has been selected by the City of Lowell to purchase and redevelop the former Lowell District Court property at 41 Hurd Street, marking a major step forward in the city’s efforts to expand downtown housing opportunities and create a new mixed-use destination.

The locally owned and operated real estate investment, development, and management company was chosen through a public Request for Proposals (RFP) process to transform the historic downtown site into a development featuring both multifamily residential and commercial space.

The 41 Hurd Street property, located at the intersection of Hurd, George, and William Streets within Lowell’s downtown historic district, encompasses more than 57,000 square feet. The site previously housed the Lowell District Court, commonly known as the Courthouse, which opened in 1925 and closed in 2020.

The redevelopment opportunity was made possible through a partnership between the City of Lowell and the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM), with the shared goal of increasing housing production in a historic downtown setting.

Preserving History While Creating New Housing

Heritage Properties plans to work closely with city officials to develop a project that respects the historic character of the property while introducing new residential opportunities and commercial amenities to downtown Lowell.

The redevelopment aligns with the city’s broader goals of increasing housing availability, strengthening neighborhoods, and supporting continued economic growth in the downtown area.

A Strategic Downtown Location

Heritage Properties President Jeff Bush said the project represents an opportunity to honor the legacy of the historic courthouse while creating a new community asset.

The property’s location provides strong access to transportation, employment centers, and downtown amenities. The site is located near Lowell’s transportation hubs, including the MBTA Commuter Rail Line, which provides approximately a 45-minute connection to downtown Boston.

The surrounding area features a historic, walkable neighborhood with restaurants, businesses, cultural attractions, and public amenities. The property is also located directly across from the Lower Locks Municipal Parking Garage and benefits from nearby on-street parking.

Supporting Lowell’s Continued Growth

The redevelopment of 41 Hurd Street comes as Lowell continues to experience increased interest as a place to live, work, and invest. The city was recently recognized by Livability as the third-best place to live in the Northeast.

Through the project, Heritage Properties and the City of Lowell aim to transform a long-vacant civic building into a vibrant mixed-use development that contributes new housing, supports local businesses, and reinforces downtown Lowell’s ongoing revitalization.

The next phase of the project will include continued collaboration between Heritage Properties and city officials to advance redevelopment plans and move the historic site toward a new chapter of community use.
