CTA Construction Managers Celebrates Topping Off of the Taunton Public Safety Complex Operational Support Building

TAUNTON, Mass.— CTA Construction Managers marked a significant achievement this week with the “topping off” of the Operational Support Building (OSB), a key component of the new Taunton Public Safety Complex.

The ceremonial event, which signifies the placement of the final steel beam atop the structure, represents a major step forward in the construction of the 16,000-square-foot facility designed to support the city’s emergency services. The OSB is one of three interconnected buildings in the comprehensive public safety campus and will house equipment storage, training rooms, administrative offices, and other critical infrastructure.

“The OSB will provide essential facilities to support the city’s emergency services,” said Jim Hanifan, Vice President at Caolo & Bieniek Architects, the firm behind the building’s design. “Its features will help ensure enhanced safety and coordination for the Taunton community.”

The milestone was welcomed by local officials and project stakeholders, including Dan Pallotta of P3, the project management firm overseeing the complex. “Topping off is a time-honored tradition in construction, and it marks real progress,” Pallotta said.

Mayor Shaunna O’Connell also praised the project’s advancement, calling it “a critical investment in public safety infrastructure that will serve as a hub for emergency response coordination.”

CTA Construction Managers has a long-standing collaboration with Caolo & Bieniek Architects, having previously worked together on award-winning public projects like the UMass Police Headquarters.

With the steel frame complete, the project now moves into its next phase: weatherproofing. “Next steps in the construction of this project include enclosure work, such as the installation of exterior walls, windows, and roofing to make the structure weather-tight,” said Pat Tompkins, Principal at CTA Construction Managers. “This step ensures interior work can proceed safely regardless of weather conditions.”

The Operational Support Building is expected to play a vital role in improving emergency response efficiency in Taunton upon its completion.
