SV Design and Groom Construction Break Ground on 40-Unit Supportive Housing Community in Downtown Lynn

LYNN, Mass.— SV Design and Groom Construction have broken ground on a new five-story supportive housing development at 21 Oxford Street in downtown Lynn. Developed by Commonwealth Land Trust, the project will deliver 40 studio apartments for individuals currently experiencing homelessness.

The 28,665-square-foot building will feature 40 studio units averaging approximately 350 square feet. Each apartment will include a private full bathroom and kitchenette, providing residents with independent, dignified living spaces designed to promote long-term housing stability.

On-site supportive services will play a central role in the community. Dedicated office space for case workers will be located on the first floor, with services delivered in partnership with the Massachusetts Coalition for the Homeless to help residents maintain stability and access essential resources.

Sustainability is a key focus of the project. The building is being designed to achieve Passive House certification, incorporating high-performance construction and energy-efficient systems to reduce operating costs and environmental impact. Plans call for full electrification of heating, cooling and domestic hot water systems, along with an on-site solar array expected to be operational upon opening.

Located in a walkable section of downtown Lynn, the development will provide residents with convenient access to public transportation, employment opportunities and community services. Commonwealth Land Trust will serve as both the developer and long-term property manager.

“Supportive housing plays an essential role in strengthening communities, and 21 Oxford Street reflects a thoughtful approach to creating stable, dignified living environments,” said Thad Siemasko, AIA, principal at SV Design. “Our goal was to design a building that balances efficiency, durability and comfort while supporting the long-term well-being of residents. Construction is expected to take approximately 16 months, with residents anticipated to begin moving in during 2027. The groundbreaking ceremony brought together project partners, Lynn officials, funders and community organizations to mark the start of construction on what leaders described as a significant addition to the city’s affordable housing network.
