Franklin, NH— A historic site in Franklin, New Hampshire, has been given new life as affordable housing for veterans and their families, thanks to a partnership between Steel Elements, International and PROCON.
Together, the Merrimack-based metal framing and drywall contractor and the design-build firm collaborated on the Easterseals NH Military & Veterans Campus, a transformational project providing 29 affordable apartments, 22 hotel rooms, and extensive community and support services.
Located at 24 Holy Cross Street, the campus represents a major step forward in addressing veterans’ housing needs while preserving the heritage of one of Franklin’s most notable landmarks.
PROCON, serving as both designer and construction manager, brought in Steel Elements to complete metal framing, drywall, insulation, and acoustic ceiling installations throughout the historic buildings. Work began in July 2025 and wrapped up by the end of September.
“We got excited when we heard about the project because of its focus on housing for our heroes, and it was another great opportunity to collaborate with our friends at PROCON,” said Colin Lane, Vice President of Operations for Steel Elements.
The renovation involved meticulous preservation of the former Daniel Webster building and nunnery, integrating original flooring, stairways, banisters, ceiling beams, and even the stained-glass windows of the former chapel into the newly modernized spaces.
Honoring History While Building for the Future
Phase I of the Easterseals NH campus opened in summer 2025 with 100% occupancy by grand opening day, underscoring the strong demand for veteran-focused affordable housing. The second phase, now in planning, is expected to feature equine and canine therapy facilities, indoor recreation spaces, a climbing wall, and a ropes course to support holistic rehabilitation and wellness.
The grand opening celebration in mid-September drew more than 1,000 attendees, including community partners, veterans, and supporters.

For Easterseals NH, the project is about more than just construction. Alden Aldenberg, Chief Military and Veterans Service Officer for Easterseals NH, reflected on the deeper meaning of the work: “This moment is about far more than brick or mortar.”
