Financing Secured for 200,000-SF State Police Crime Lab in Marlborough

MARLBOROUGH, MA JLL Capital Markets has secured financing for a new 200,000-square-foot crime laboratory and training facility for the Massachusetts State Police in Marlborough, marking a major step forward for the long-planned project.

The firm arranged Credit Tenant Lease (CTL) financing on behalf of developer Greatland Realty Partners and its investment partners. The loan was placed into the private placement bond market through efforts led by JLL Securities LLC and Mesirow Financial.

Construction on the four-story facility is expected to begin soon, with an anticipated opening in early 2028. The project will consolidate existing crime labs in Maynard and Sudbury into a single, modern location designed to support more than 250 employees.

The building, planned as a LEED Silver-certified facility, will be fully leased to the Commonwealth of Massachusetts under a 20-year triple-net (NNN) lease. It will be located at 100 Martinangelo Drive within the Campus at Marlborough, a site offering access to amenities such as a fitness center, conference space, dining options, and outdoor recreation areas.

Situated about 30 miles west of Boston, the 24-acre site provides access to major highways including Interstates 90, 290, and 495. Officials say the location was selected in part for its potential to support job growth and broader economic development in the region.

The JLL team advising the borrower was led by Brett Paulsrud, Andrew Gray, and Michael George.

“Despite a challenging market environment for development capital, this accretive capitalization structure demonstrates the depth of demand for high-quality projects backed by a strong sponsorship team,” said Andrew Gray, managing director at JLL. “We look forward to seeing this state-of-the-art facility support the Commonwealth’s public safety mission for decades to come.”

The project represents a significant investment in modernizing public safety infrastructure while consolidating operations into a single, purpose-built facility.
