HERNDON, Va. — Suffolk announced two strategic hires to its Mid-Atlantic leadership team as the company accelerates growth in key sectors across the region. Darick Edmond has been named Vice President of Project Development, and Vail McMillian will serve as Director of Preconstruction.

The new appointments reflect Suffolk’s ongoing investment in expanding its regional footprint while enhancing project delivery capabilities in high-demand sectors, including higher education, aviation, and federal construction.

Edmond returns to Suffolk after eight years in senior roles at Skanska, bringing more than 25 years of experience managing large, technically complex projects. He will lead project development strategy and execution across the Mid-Atlantic, with a focus on sectors that demand precision, schedule certainty, and stakeholder coordination. His notable past projects include George Mason University’s Life Sciences and Engineering Building, The Boro mixed-use development in Tysons, and multiple healthcare and institutional facilities in Northern Virginia.

“Darick brings a dynamic combination of strategic foresight and operational depth,” said Phil Brault, General Manager of Suffolk’s Mid-Atlantic region. “His return to Suffolk reflects our shared commitment to hiring the best in the business to drive results and elevate our delivery in the Mid-Atlantic.”

Vail McMillian

Joining from Consigli, McMillian brings extensive experience in preconstruction and cost planning for public and institutional clients. He will oversee estimating efforts across Suffolk’s Mid-Atlantic portfolio and select federal projects nationwide. McMillian’s previous work includes prominent restoration and development projects such as the Lincoln Memorial Undercroft, Meridian Hill Park (Malcolm X Park), and educational facilities for Towson University and Coppin State University.

“Suffolk’s commitment to operational excellence starts at the earliest stages of project planning,” Brault added. “With Vail, we gain a proven leader with deep cost expertise, a strong command of preconstruction delivery, and a passion for building high-performing teams.”

The hires come as Suffolk continues to scale its Mid-Atlantic operations as part of a national growth strategy. The firm remains focused on assembling top-tier talent and leveraging digital tools like Ediphi, Procore, and Autodesk to deliver consistent, high-quality results on some of the region’s most complex projects.
