Suffolk-CBNA JV Awarded $789M Design-Build Contract for Transformational School Rebuild in St. Croix

ST. CROIX, U.S. VIRGIN ISLANDS— A joint venture between Suffolk Construction and CBNA has been awarded a $789 million design-build contract for the modernization and reconstruction of five key educational facilities in St. Croix, further expanding the firms’ critical role in the Rebuild USVI initiative.

The Suffolk-CBNA JV will lead the transformation of Alexander Henderson, Alfredo Andrews, Claude O. Markoe, and Pearl B. Larson elementary schools, along with the St. Croix Curriculum Center. These upgrades represent a major investment in the future of education and disaster resilience in the U.S. Virgin Islands.

This latest award follows the joint venture’s earlier selection for the St. Thomas Educational Bundle, reinforcing its growing leadership role in shaping the future of infrastructure across the territory.

CBNA, a Bouygues Construction subsidiary, brings deep local insight and a well-established Caribbean presence, complementing Suffolk’s national expertise in advanced construction technologies and project delivery. Together, the team’s progressive design-build approach was a key factor in securing the contract, offering integrated planning, streamlined execution, and strong community engagement.

Local Workforce Development Front and Center

The JV team is also investing in workforce development and local inclusion through its “Build With Us USVI” program. The initiative recently brought together more than 40 local contractors for workshops on federal contracting, prequalification, and best practices for large-scale public projects.

Supported by the Office of Disaster Recovery and the Virgin Islands Department of Education, the program ensures that the economic benefits of this investment extend well beyond construction—building local capacity and creating pathways to long-term opportunity for Virgin Islanders.

With a blend of global perspective, national resources, and local expertise, the Suffolk-CBNA team is positioned to deliver one of the most significant public infrastructure projects in the territory’s history—redefining how schools are built and how communities recover.
