Minto Communities USA Closes on 3,170 Acres for 13,270-Home Master-Planned Community in Waxahachie, Texas

DALLAS— Minto Communities USA has closed on a 3,170-acre property in Waxahachie, where it plans to develop a 13,270-home master-planned community poised to become the largest residential and mixed-use development in the region.

The site, located in the southern Dallas–Fort Worth Metroplex, sits west of Interstate 35E, south of FM 875, north of FM 1446 and east of Lone Elm Road. Development is expected to begin in late 2026, followed by a multi-year buildout.

“Waxahachie offers exceptional connectivity to major interstates, medical facilities, local services, and area amenities,” said Dutch Neuweiler, Division President of Minto Communities USA. “It also provides close proximity to Dallas, giving residents convenient access to one of the region’s major economic and cultural hubs.”

The Waxahachie City Council approved the project on Jan. 28, 2026, following nearly two years of collaboration between the developer and city leadership. Neuweiler said the plan emphasizes best-in-class land planning while addressing affordability challenges through a broad mix of home types and price points.

The master-planned community will feature two residential districts — an active adult neighborhood for residents 55 and older and a traditional all-ages community — supported by approximately 140 acres of mixed-use development. Plans call for 750 multifamily units and 1.2 million square feet of retail and commercial space.

Housing options are expected to include single-family homes, cottages, villas, townhomes and apartments designed to serve first-time buyers, growing families, young professionals and active adults. Amenities will include a town center, adventure park, civic spaces, community services, 400 acres of parks and open space, an extensive trail and greenway network, a middle school and several elementary schools.

Neuweiler said the company’s vertically integrated model — owning the land, developing the property and building the homes — allows it to shape the overall community experience. The Waxahachie project marks the company’s first Texas development, with additional large-scale projects under pursuit statewide.

The development is projected to generate more than $42.2 million in annual revenue for the city and establish a $4.8 billion real property tax base, contributing an estimated $56 million annually to the Waxahachie Independent School District. Construction is expected to support an average of 2,080 jobs, with new businesses and resident spending projected to create more than 7,500 permanent jobs over time.
