Devens, MA — MassDevelopment has named Michael R. Sweeney as executive vice president of Devens operations, bringing an experienced public- and private-sector leader to oversee one of the state’s most prominent redevelopment projects.
Sweeney will join the agency later this month and serve as MassDevelopment’s top official in Devens. In his new role, he will oversee key municipal functions, including public safety, public works, recreation, and utilities, while also joining the agency’s executive leadership team.
State officials emphasized Sweeney’s background in economic development and public service. Eric Paley, chair of MassDevelopment’s board, said Devens represents a successful model of coordinated planning and investment.
“Michael Sweeney brings a strong background in economic development and public service, and we look forward to working with him to ensure Devens continues to grow as a center for jobs, housing, and regional opportunity,” Paley said.
Navjeet Bal, president and CEO of MassDevelopment, said Sweeney’s leadership will help sustain the community’s momentum.
“Devens has become a model for military base reuse,” Bal said. “Michael will bring valuable experience as we continue delivering high-quality services and strengthening partnerships across the region.”
Sweeney brings more than a decade of experience in economic development, real estate, and community planning. He most recently served as CEO of Operation Able and previously held leadership roles with the Massachusetts State Lottery, the Office of the State Treasurer, and the City of Lawrence.

Located in north central Massachusetts, Devens spans 4,400 acres and is widely recognized as a national model for military base reuse. Once home to Fort Devens, the site has been transformed since its closure in 1996 into a mixed-use community featuring residential neighborhoods, commercial development, and recreational spaces.
MassDevelopment officials say Sweeney’s appointment comes as Devens continues to play a growing role in regional housing and economic development, positioning the area as a key driver of growth in the state’s economy.
